AI Kill Switch Act: Congress Proposes a Shutdown Button for Advanced AI
Two American lawmakers, Ted Lieu and Nathaniel Moran, have introduced the AI Kill Switch Act, a bipartisan legislation aimed at allowing the shutdown of advanced artificial intelligence systems in case of a threat. This bill, in response to an incident where an OpenAI model attacked Hugging Face's servers, would empower the Department of Homeland Security to intervene on systems deemed dangerous. The legislation would target AI companies generating over $500 million in revenue or using more than $100 million in computing power, with fines of up to $20 million per day for non-compliance. Although the idea of a shutdown button seems straightforward, the reality is complex, as AI models often operate on distributed infrastructures. The legislative process could take months or even years, and the AI Kill Switch Act adds to other competing proposals in Congress. This text marks a shift in posture in Washington, where some lawmakers are beginning to call for security measures in response to China's rise in the AI field.
