California Considers Introducing 'Kill Switch' for AI Emergency Shutdowns
California is considering the introduction of a 'kill switch' that would allow for the emergency shutdown of advanced artificial intelligence (AI) models. Governor Gavin Newsom has directed a group of experts to devise measures to strengthen AI safety and security regulations within two months. On the 18th, Governor Newsom issued an executive order aimed at enhancing AI safety measures. The expert group is expected to prepare recommendations for strengthening laws related to AI safety and security over the next two months. A key focus of the review is the 'kill switch' for frontier AI models, with the expert group examining ways to develop a mechanism that can halt models in emergencies, and plans for continuous verification by independent verification bodies. The plan also includes expanding the oversight scope of independent agencies. This executive order accelerates the implementation of California's AI oversight laws, and Governor Newsom signed SB 813 and AB 1405 on the 9th. This initiative is being pushed forward in California, home to major AI companies like OpenAI and Anthropic. While Governor Newsom is proactive in fostering the AI industry, he is also accelerating oversight in response to growing warnings about AI safety. According to Bloomberg, some small AI companies have expressed concerns about the tightening regulations, and Governor Newsom has criticized the federal government's lack of AI safety measures.
