EU Faces Setbacks in Phasing Out Russian Energy Resources
The European Union's process of phasing out Russian energy resources is failing, as the 27 member states enter winter with low gas reserves. According to a report by the European Court of Auditors, the EU is not investing enough to replace Russian energy resources with diversified sources and is not developing renewable energy. Since the start of the war in Ukraine in 2022, the EU has significantly reduced its imports of Russian fuel, with the share of gas from Russia dropping from 45% to 12%. The filling of gas storage facilities in the EU stands at 67%, down from 80% last year, which could lead to a gas shortage this winter and rising prices. The EU plans to ban imports of Russian LNG starting January 1, 2027, but implementing this plan requires €300 billion, of which only €54.3 billion has been allocated. The European Parliament and the Council of the EU have agreed on a phased plan to stop importing Russian gas and oil by 2026 and 2027, respectively. The Commission is exploring mechanisms to terminate contracts with Russia, but experts warn of potential complications and penalties.
