On the Same Day, Three Conditional Approvals: OCC Standardizes Stablecoin Bank Licensing
Agora, Catena, and Bastion are just the beginning.

On September 18, the Office of the Comptroller of the Currency (OCC) advanced federal trust bank qualifications for three institutions focused on stablecoin operations, applying a unified regulatory framework for the approvals of Agora, Catena, and Bastion.
This series of approval decisions confirms that the OCC is creating a replicable approval pathway for this type of narrowly defined trust bank that is not insured by deposit insurance. However, this pathway still carries risks in implementation and legal aspects: Agora and Catena need to obtain final approvals to commence operations; Bastion must complete its qualification conversion; the regulatory draft related to stablecoins has not yet been finalized; and state regulatory agencies continue to question the scope of OCC's regulatory authority.
This also determines the competitive significance of the matter. Federal trust qualifications can reduce regulatory fragmentation issues by placing related businesses under the supervision of a single regulatory body. However, the issuance of conditional approvals means that the licenses themselves are unlikely to serve as a permanent moat. Ultimately, final approvals, channel distribution, capital, reserve partnerships, and operational performance will be the more stringent tests.
What the OCC Actually Approved
The decisions regarding Agora and Catena grant preliminary conditional approvals for the establishment of new national trust banks. Both applicants are still in the institutional formation stage and must complete various preparations before opening, after which the OCC will issue final approvals allowing them to officially commence operations.
Bastion's approval pathway is different. Bastion Platforms Trust Company originally operated under a trust license in New York State. The OCC conditionally approved its transformation into Bastion Platforms National Trust Company, but it must meet various preconditions and submit a confirmation of completion of the transformation before it can operate under the national trust license.
This distinction differentiates the progress of regulatory approvals from actual operational authority. Agora and Catena are establishing entirely new federal institutions; Bastion is transforming an existing state-level trust company. The approval documents do not specify the opening dates for any of the three institutions.
Agora and Catena must submit a letter to the OCC licensing approval team at least 60 days before their planned opening. If they fail to complete capital fundraising within 12 months or cannot open within 18 months, the approval will expire. Bastion's approval will automatically terminate if it does not complete its transformation within 6 months, unless the OCC grants an extension under special circumstances.
All three approval decisions adopt a unified trust company regulatory framework but do not grant completely identical business permissions. Each institution's business must be limited to the licensed activities of trust companies and related services, and the scope of business cannot fall under the definition of
