Ukraine Plans to Extend Agreement with the EU on Freight Transport Until 2027
Ukraine plans to extend its agreement with the EU on the liberalization of freight transport, which is currently valid until April 2027, by the end of 2023. First Deputy Minister for Restoration, Infrastructure, and Transport Serhiy Derkach reported on the ongoing work with the European Commission and EU countries on this issue. The country also plans to update licensing conditions for access to the road transport market to comply with EU standards. The project is in the final stages of approval, with a government decision expected in the fall. Derkach noted that the "transport visa-free regime" allows Ukrainian carriers to conduct export and import transport, with road transport accounting for 40% of exports and 73% of imports in monetary terms in 2025. The issue of driver shortages remains relevant, with the Ministry of Infrastructure proposing to increase the share of workers that companies can reserve to 75%, but this was rejected. The Deputy Minister emphasized the need for carriers to work on their personnel reserve, including attracting women, veterans, and youth. A project to train women drivers was initiated about two and a half years ago; however, some carriers are not engaged in systematic personnel training.
