A temporary working group for cryptocurrency exchange regulation has been formally launched following a resolution approved by the Supreme Commission for Regulating the Virtual Space on May 27, 2025 and announced for implementation on September 5, 2026, according to the official notice.

Under the resolution, the working group will operate for 18 months. Its mandate covers three core areas: drafting regulations for cryptocurrency exchanges, issuing licenses to exchanges and supervising their operations. It is also tasked with preparing a timeline for bringing currently active exchanges into compliance with the new rules.

The notice says 13 governmental, judicial, security and professional bodies are part of the group. Named participants include the Central Bank, the Securities and Exchange Organization and the Attorney General's Office, alongside several ministries. Meetings must be held at least once every two weeks.

The stated objective is to coordinate decision-making across the cryptocurrency sector and create a unified operating framework for exchanges. The notice also places emphasis on facilitating the use of cryptocurrencies for financing and investment, suggesting the initiative is aimed at both oversight and structured market access rather than a narrow enforcement measure.

Key implementation details remain undisclosed in the announcement, including the specific licensing criteria, supervisory standards and the compliance obligations that existing exchanges will have to meet during the transition period. The notice also does not specify how responsibilities will be divided among participating agencies in day-to-day oversight.
