Antimonopoly Committee Fines Companies 313.3 Million UAH for Cartel Agreement in Kyiv

The Antimonopoly Committee has fined the municipal enterprise "Kyivkomunservice" and several private companies over 313.3 million UAH for market allocation of housing and communal services in Kyiv and for colluding on the results of the KCCA tender. Participants restricted access for other enterprises to the market and did not compete among themselves when selecting service providers. The first decision concerns a cartel agreement between "Kyivkomunservice" and transport companies, which limited access to the market for other enterprises. For this violation, the AMC imposed fines totaling over 175.8 million UAH on "Kyivkomunservice", "Altfater Kyiv", "Vlastelin-Roz", "Kyivspetstrans", "Kramor Recycling", "Celtic", and "Spetskommuntekhnyka". The companies were also ordered to cease the violations. The second decision pertains to the tender for selecting a service provider in the housing and communal services sector conducted by the KCCA in 2021. The AMC established that the participants coordinated their preparations for the tender and agreed on its results in advance. For distorting the results of the tender, fines totaling over 137.5 million UAH were imposed on "Kyivkomunservice", "Profpererabotka", "Altfater Kyiv", "Vlastelin-Roz", "Celtic", "Spetskommuntekhnyka", and "Kramor Eco". Both decisions were made on July 31, 2026.
