U.S. House Shortens September Session, Concerns Over Time for Clarity Bill Discussion
Progress on Bill Discussion
The time for discussing the Clarity Bill is becoming increasingly limited. On the 3rd, the Republican leadership in the U.S. House announced a shortening of the session, including the cancellation of the weeks of September 21 and 28, and it is expected that the House will return to their districts for midterm election activities about a week after the convening on the night of the 14th, as reported by political journalist Jake Sherman.
The Senate is scheduled to resume discussions on the 14th of this month and plans to proceed to a formal vote after ending the debate, requiring 60 votes in favor for the procedure on the 15th. The House had previously passed the old version of the bill by a vote of 294 to 134 in July 2025.
However, since the House is expected to leave Congress around the 17th, even if the Senate passes the bill, there will be very little time left for the House to hold another vote. The next House voting date is set for November 9, six days after the midterm elections, meaning the fate of the Clarity Bill will be left to the session after the elections.
Eleanor Terrett from the cryptocurrency policy media "Crypto In America" expressed on X that, "Since multiple votes are needed, it will take at least a week and a half to two weeks for the bill to pass through the Senate. Even if the House remains in session, they will realistically only have about 1 to 2 days to handle it."
Unresolved Issues
Additionally, about seven votes from the Democratic Party are essential for the Senate's passage, and several issues remain unresolved, including ethical regulations regarding government officials' cryptocurrency holdings, anti-money laundering and illegal finance measures, and investor protection in DeFi.
The involvement of President Trump's relatives in cryptocurrency-related businesses is also part of the ethical regulation discussions.
Furthermore, SEC Chairman Paul Atkins expressed on the 2nd that the Clarity Bill should be sent to the President for signature, urging its passage.
