White House Teleprompter Operator Profits $107,500 from Contract Trading, CFTC Warns of Manipulation Risks

On September 22, the CFTC's Market Oversight Division released a staff advisory indicating that contracts tied to specific individuals' statements, appearances, or interactions are more susceptible to manipulation risks. It requires exchanges to detail protective measures for each contract, including whether decision-makers are bound by independent obligations, whether they may be subject to pressure, whether outcomes can be externally verified, and whether monitoring mechanisms are suitable for the associated risks. This document reflects staff opinions and does not constitute binding rules, nor does it prohibit such markets. The CFTC also disclosed that a White House teleprompter operator profited $107,500 by trading such contracts after having early access to the speech drafts; Kalshi subsequently launched related markets and stated that it had responded to previous discussions with the CFTC.
