Hong Kong's Five-Year Plan Builds Commodity Trading Ecosystem with Gold as the Entry Point
The "First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030)" proposes to use gold as an entry point to build a commodity trading ecosystem. The plan aims to promote the coordinated development of gold trading-related clearing systems, warehousing, supply, and infrastructure, leveraging the strategic asset role of gold. The long-term goal aligns with major international gold trading centers, achieving parallel development of both software and hardware. It will accelerate the construction of infrastructure to provide efficient and reliable services for international standard gold trading. The plan supports more gold merchants and financial institutions to settle in Hong Kong, expanding capacity and increasing Hong Kong's gold storage and refining capabilities. It emphasizes local talent training and studies to provide further preferential policies for gold-related enterprises. The plan deepens cooperation between local and mainland gold markets, promotes connectivity, and builds a one-stop storage, trading, clearing, and service center to create an integrated gold ecosystem. It explores the development of a Renminbi-denominated gold market and commodity market, strengthens cooperation with mainland exchanges such as the Shanghai Gold Exchange and the Shanghai Futures Exchange, attracts international investors, and increases Renminbi-priced products.
