a16z and DeFi Education Fund Propose SEC to Establish DEX Exemption and CEX Registration Framework
a16z and the DeFi Education Fund submitted a proposal to SEC Commissioner Hester Peirce, suggesting that a "safe harbor" mechanism be established to default recognize decentralized trading protocols and their front ends that meet specific criteria as not being "exchanges" under the Securities Exchange Act. The proposal requires DEXs to have characteristics such as non-custodial, automated, permissionless, and "trustlessly neutral," with the front end only providing interface maintenance, security updates, and asset screening based on open standards. Additionally, a16z proposed that the SEC establish a registration system for centralized crypto trading platforms, referencing the 1998 Reg ATS, allowing them to trade crypto securities pairs, non-securities pairs, and mixed trading pairs under a regulated framework.
