Arthur Hayes Calls for Veto of Clarity Bill
Arthur Hayes, co-founder of BitMEX, has urged President Donald Trump to veto the Clarity Bill, a U.S. legislation concerning the digital asset market structure. The bill is currently at the final voting stage in the Senate. Hayes argues that if the bill reaches the presidential signature stage, President Trump should exercise his veto, stating that regulation is not significant for Bitcoin prices. He believes that Bitcoin prices are a function of dollar liquidity rather than legislation, claiming that the Clarity Bill will not affect price movements. The U.S. House of Representatives passed the Clarity Bill on July 17, 2025, with 294 votes in favor and 134 against, and the bill number is H.R.3633. The Senate Banking Committee voted on the bill on May 14, 2026, with 15 votes in favor and 9 against. The scheduled cloture procedure in the Senate is set to take place on September 15. Supporters of the bill argue that clear rules will reduce business uncertainties for digital asset companies, while opponents raise concerns about President Trump's interests and ethical provisions. Hayes' call for a veto is interpreted as a political statement based on the assumption that the bill will reach the presidential signature stage.
